Captain America proved himself worthy of Mjolnir in the Avengers films, but Thor proves there's another MCU Avenger who is also worthy of that honor.
Captain America famously lifted Thor’s hammer, Mjolnir, in the MCU, though one Marvel Comics story confirms–by Thor himself–that Cap isn’t the only live-action Avenger with that capability.
Captain America first showed signs that he was worthy of wielding Mjolnir, and thus channeling the Power of Thor, in Avengers: Age of Ultron. The scene itself was a lighthearted montage of different Avengers trying and failing to lift Mjolnir, while Thor sat back and laughed at each of them. However, when it came time for Captain America to try, he moved Mjolnir the slightest bit before pretending that he couldn’t get it to budge either.

While it could be argued that this Thor was only saying this because God Emperor Doom is quite literally the highest power on their world, and Doctor Strange was his second in command, he’s not actually wrong. Sure, this Thor could have been more inclined to say that due to the planet’s power structure, but Doctor Strange actually proved himself to be incredibly worthy of wielding the Power of Thor.
Not only did Doctor Strange prove his worth on Battleworld, but he does so every day he completes his duties as the Sorcerer Supreme. Like Thor, who’s charged with the protection of midgard, Doctor Strange is responsible for protecting the mortal realm from dark entities of unfathomable power, with Dormammu being just one of many.
