Toy Story 2 has a scene that centers on toys seeing nothing when they are frozen, but the rest of the franchise doesn't usually follow this rule.
In Toy Story 2, it is not clear whether the toys can still see when they freeze in the presence of humans and this creates a pretty massive plot hole. The Toy Story movies play fast and loose with the rules of the franchise's world. While the series is internally consistent , the Toy Story movies don’t exactly go out of their way to explain how toys became sentient or why other objects aren’t imbued with the same abilities.

Toy Story 2 Contradicts A Major Toy Freezing Rule In the original Toy Story , the movies suggest that even when toys freeze, they can still see. This is best evidenced when Sid is holding Woody and Woody explicitly tells him "We see everything". However, in Toy Story 2, Stinky Pete sets Jessie up by putting the remote in front of her glass case. and she doesn’t seem to see this.
This would make sense if toys froze in the world of Toy Story when humans were around. If the response was involuntary, then it would add up that Jesse failed to notice this betrayal. However, as evidenced by Sid’s fate, the toys are seemingly choosing to freeze whenever they are in the company of humans. The rest of the movies in the Toy Story series seem to reaffirm this, which makes Stinky Pete’s betrayal of Jesse all the more confusing.
Can Toys Still See When They Freeze? The Toy Story movies are meticulously plotted, and Toy Story 2 is arguably the most intricate movie in the series. The plot of the sequel doesn’t leave much room for mistakes which makes this unsolved plot hole all more difficult to justify. According to the other movies in the Toy Story series, toys can still see and hear when they freeze and are voluntarily pretending to be inanimate in the presence of people.
