Eight people have applied to serve the remaining time on the District 4 seat formerly held by Andrea Cardenas, who resigned last month and later pleaded guilty to felony charges of grand theft related to thousands of dollars illegally obtained from a federal payroll protection program and the state unemployment department. When the charges were announced, she proceeded with her re-election campaign anyway and appeared on the March primary ballot along with five other candidates.
In her application, she said she wants to restore public trust in government and have “a seat at the table to discuss homelessness solutions.” Rachel Morineau is a community engagement director with the local nonprofit SBCS Corp. credited with developing its Chula Vista Promise Neighborhood Initiative, which offers support services to students and parents. She is also a member of the county Social Services Advisory Board. Morineau attended but did not graduate from Mt.
