Eamonn Boylan - outgoing chief executive of the Greater Manchester Combined Authority (GMCA) - said one of his missions was to bring “high quality, high skilled, high paid jobs” to the area

One of the area’s most powerful officials says Greater Manchester’s mayoral system is winning attention worldwide - and says investment and growth zones that look “crazy” on maps are actually carefully crafted to help bring skilled jobs to the region.

There are also three growth zones north and east of Manchester city centre, which include Salford Quays, Trafford Wharfside and Trafford Park as well as the Etihad Stadium and Co-op Live music arena. “But actually what they’ve done is drawn a line around where we think the maximum business rate growth will happen, that we can capture and we can therefore deploy to deliver our priority sectors.”

He said: “We are very seriously trying to move away from a traditional approach that would have said ‘let’s release a load of land from the green belt on the M62 and let’s have a load of logistics sheds there’ - because that’s what would happen, that’s where the market would logically go. At Thursday's MIPIM event, hosted by Place North West, Mr Boylan said: “What we’ve not done is gone for a complicated cocktail of fiscal incentives for local businesses. What we’ve actually said is ‘we’re using these as genuine engines of investment to support business growth’, rather than tax breaks freeport.
