“I said to , who’s that guy there? And he said ‘Oh, that’s Pavel Bure,’” Penny said. “He’s 17 years old. This was before he was draft eligible.” As Penny remembers, Russians who were drafted out of their home country or elsewhere in Europe — in the third round or later — needed to have played 11 games for either the senior or junior national team in a sanctioned IIHF event. Penny had accumulated stacks of game sheets, proving that Bure suited up for the Soviet Union in international competitions. When he was finally draft eligible in 1989, Bure kept being passed over. Likely because not many knew that he could be taken.
“So, when we got through to the sixth round, I said to Pat ‘Why don’t we just take him?'” Penny said. “He said, ‘Are you sure?’ I said I know I’m right.Despite other general managers being up in arms, thePenny’s story is among the favourite legends told and retold by scouts across the world. They spend the hockey season travelling to games and being away from their families all in the hopes of finding the next franchise-changing gem.
