There’s a deal to end the DHS shutdown, but the crisis isn’t over yet. The Senate has agreed to end the airport chaos and put off the ICE fight. But Trump could still change his mind, and House GOP hard-liners may revolt.

But on the other hand, the decision to pursue a second Big Beautiful Bill by party-line budget-reconciliation procedures creates a possible path to all sorts of right-wing legislation, from new ICE funding and Iran war supplemental dollars to some SAVE America Act provisions — and maybe conservative health-care panaceas and more election-year tax goodies. Meanwhile, assuming the DHS shutdown really does end, that disreputable department could clear the low bar of improving on both the wretched performance of. As long as Trump is president and his party controls Congress, no prediction is safe, but unless he changes his mind again and plunges DHS and Congress back into the abyss, this one corner of the federal government may resume functioning.
