The mapmakers, University of Florida political scientist Michael McDonald and California consultant Doug Johnson shared a draft of an Ohio House map on Monday afternoon showing their work in progress.

The consultants had not yet completed a Senate map since Senate districts are compiled by combining three House maps. Around 4:30 p.m., Johnson, hired at the suggestion of Republicans, said a Senate map was “a couple hours away.” Republican Chief Justice Maureen O’Connor and the court’s three Democrats said the map’s significant imbalance between Democratic-leaning competitive seats -- there were more than 20 -- and Republican-leaning competitive seats -- there were none -- was evidence that Republicans drew the map to benefit themselves, in violation of the new rules.
