‘There is only too great a tendency in the best beliefs and practices to degenerate into the mechanical,” wrote John Stuart Mill in On Liberty. “Such dead matter would not resist the smallest shock from anything really alive.” There are not many ways in which the current Conservative Party embodies Mill’s teachings. But it is a fine example of an institution whose rich tradition appears to have atrophied into inert dogma and hollow shibboleths.
