The film never reveals who built this place or why, and while The Platform 2 opens up the premise a little further, the origin of the vast tower is still a mystery. It would have been an obvious route for the sequel to pull back the curtain on The Administration even more, and explain why they constructed such a nightmarish place. Logically, it must be some kind of social experiment, with the authorities behind it wanting to see how different classes of people respond to the unique conditions inside. This is conjecture, of course, since The Platform 2 is smart to leave this part of the franchise a question mark.
