This is proven by the new names Inquisitors receive once they swear allegiance to the Sith. Even though the Inquisitors may clash with each other for greater power, said power is only given by the Sith themselves who stand above them in the dark side of the Force.
To that end, the inherent inferiority was something Star Wars Rebels' showrunner Dave Filoni was keen to highlight via the names of the individual Inquisitors themselves, giving them names such as Second Sister, Fifth Brother, etc. With around 13 confirmed Inquisitors in total, this numeric naming convention had strong narrative intentions as confirmed in an interview with IGN:
