The scam began with the group’s alleged ringleader, Abraham Yusuff, of Round Rock, Texas, getting hold of stolen personal identifying information for taxpayers and tax preparers. He would then contact the IRS and change the victim’s on-file mailing address to one he or his co-conspirators controlled, prosecutors said.
