The proposed plan would allow Texas to join existing interstate compacts for nine professions: audiology and speech pathology, cosmetology, occupational therapy, physician's assistants, counseling, dentistry, dietetics, respiratory care, and social work.
These compacts would essentially facilitate a multi-state licensing system similar to a driver's license, enabling eligible professionals to practice across state lines. Supporters of the initiative, including the Texas Academy of Physician Assistants and the Texas Counseling Association, argue that it would significantly expand the workforce pool and alleviate the strain on healthcare providers across the state. They highlight the time and financial savings for traveling professionals, particularly military spouses who often relocate frequently. The compacts would streamline the process of obtaining multiple state licenses, allowing them to practice their profession more seamlessly. Additionally, proponents emphasize that the compacts would benefit Texans by providing easier access to healthcare professionals, especially residents living near state borders who may face disruptions in their care when relocating.However, skeptics voice concerns that the compacts might ultimately lead to a net loss of Texas healthcare workers, as they could be drawn to states with potentially higher salaries or better working conditions. They also worry that the compacts could compromise the rigorous standards maintained by Texas' licensing boards, leading to a decline in the quality of care. The Texas Dental Association, for instance, expresses reservations about ensuring the maintenance of high standards within the compact framework.The healthcare workforce shortage is a nationwide issue, but Texas, with its rapid population growth and diverse demographics, faces particularly acute challenges. The state is currently ranked among the lowest in the country in terms of dental hygienists per capita and is projected to have the third-highest social worker shortage by 2030. The U.S. Department of Defense has partnered with The Council of State Governments to fund the development of these interstate work licensing agreements, recognizing the unique challenges faced by military families due to frequent relocations.
