In the wake of deadly flash flooding across Central Texas over the weekend, local and state officials are underscoring the importance of robust emergency alert systems. Over the weekend, more than 20 flood-related warnings were dispatched to residents across ten counties through the Capital Area Council of Governments' Warn Central Texas alert system.
Martin Ritchey, Homeland Security Director for CAPCOG, highlighted the critical role of these systems. Emergency notification systems are critical, and the management of them is critical," Ritchey said. He demonstrated how the system operates to ensure timely communication during emergencies. Governor Greg Abbott addressed the issue during a press conference, noting that the response to the flooding in Kerrville will be a topic for the upcoming special legislative session. "The way to respond like what happened in Kerrville is gonna be a topic for the special session to address," Abbott said.The recent legislative session failed to pass measures that would have enhanced emergency alert systems statewide. In response, Texas State Senator Paul Bettencourt announced plans to introduce legislation in the special session to reinstate civil defense sirens in flash flood-prone river valleys."All disasters begin and end locally. This is something that is drummed into all emergency management folks," he said. He added, "Who knows better where flash flooding occurs in their community than the local community and those that are managing those processes?"
