The state has already spent over $13 billion on Operation Lonestar to enforce border security. The Department of Homeland Security (DHS) has also authorized law enforcement agents from across the federal government to partake in 'investigating, determining the location of, and apprehending' undocumented migrants. \A memorandum of understanding between Customs and Border Protection (CBP) and the State of Texas grants Texas National Guard soldiers immediate authority to make immigration arrests statewide, according to Breitbart. The agreement was authored by CBP Acting Commissioner Pete R. Flores. The memorandum, not yet distributed to all Texas border sectors, grants soldiers the authority to conduct roving patrols and fulfill the duties of an immigration agent, provided they are accompanied by a U.S. immigration officer or Border Patrol agent. The MOU initially sets the ratio at one immigration officer for every four soldiers. This new authorization adds at least 3,000 Texas Army National Guard soldiers to the ranks of officials assisting the DHS in enforcing federal immigration law. It follows the DHS granting 'the functions of an immigration officer' to multiple law enforcement agencies, including the Drug Enforcement Administration, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the U.S. Marshals Service. Meanwhile, in January, Abbott signed five executive orders directing the state's agencies to assist the Trump administration's deportation efforts. \Under Abbott's executive orders, state agencies are mandated to assist federal officers in carrying out duties related to federal immigration laws. The Texas military is tasked with creating an operational plan in collaboration with the U.S. Army to regain and maintain control over the southern border. State agencies are also required to help build border barriers, share intelligence on foreign terrorist organizations like Mexican drug cartels, and identify additional detention facilities for migrants suspected of being in the U.S. illegally. Additionally, Abbott deployed 400 Texas National Guard troops to the Rio Grande Valley in southern Texas on Monday to support U.S. military forces and Border Patrol agents.
