Lt. Gov. Dan Patrick, a Republican who leads the state Senate and wields enormous political power, has said he does not want to bust the spending caps. Instead, he has floated workarounds that could allow lawmakers to spend more cash without running afoul of constitutional limits. One of Patrick's top priorities, outlined in the Senate's base budget, is to raise the state homestead exemption for school property taxes from $40,000 to $70,000. The measure would allow homeowners to shave that amount off the taxable value of their home, costing the state an estimated $3 billion.
The House and Senate also took a like-minded approach to costly border security efforts launched by the state, proposing $4.6 billion in spending, a record sum that would keep Gov. Greg Abbott’s Operation Lone Star initiative running for the next two years.
