The existing system excludes those who do not have a driver's license or are applying for a new one, such as residents who recently have moved to Texas.

The next close call was in 2015, when a bipartisan bill was co-authored by 76 House members, indicating it would have passed in that chamber had it been brought to a vote. Itwhen the Harris County Clerk and the Harris County Tax Assessor-Collector's offices rallied opposition, arguing it would make Texas more vulnerable to voter fraud. At the time, both of those elected offices were run by Republicans. They since have flipped to Democrats.

Asked why the bills did not getting a hearing with the session coming to an end, Bettencourt said no one asked him about the issue this year. Republicans now frame online voter registration as an opportunity to commit fraud, said Andrew Hendrickson, government relations coordinator for the ACLU of Texas.

Annie Benifield, president of the League of Women Voters of Houston, said most states have not turned online voter registration into a partisan issue, pointing to Oklahoma as an example of a conservative state that is working on implementing online voter registration.
