He unveiled a plan for school vouchers, or education savings accounts, which would be available to approximately 100,000 students through a lottery system. The $1 billion allocated for the program would primarily benefit low-income and special needs students, with $800 million set aside for them. The remaining $200 million would be distributed to other selected students. Each eligible student would receive $10,000 to transition from public schools to private institutions. This proposal, which faced repeated setbacks in previous legislative sessions, is expected to gain traction with a more favorable landscape in the Texas House. Abbott sees this as an opportunity to fulfill a campaign promise and empower parents to choose the educational environment best suited for their children.While school vouchers have proven to be a contentious issue, both proponents and opponents agree on the need for increased public school funding. Abbott intends to address this by prioritizing teacher pay raises, declaring it an emergency item for this session. The Senate is considering a plan to inject $5 billion into public school funding, which would translate to a $4,000 raise for all Texas teachers and an additional $6,000 for those in rural areas. However, Democrats argue that a public school funding bill should take precedence over the voucher program.
