What to know about a Texas House bill banning gun liability insurance requirements
Defending the bill on the House floor Thursday night, Isaac, one of the authors of the bill, said the California ordinance violates residents' Second Amendment rights, and her bill would protect Texans from a"tyrannical government."
Rep. Jarvis Johnson, D-Houston, pushed back on Isaac's argument, saying that since no such ordinance is in effect in Texas, the bill was"legislating nothing."On Friday, when the bill came up for a final vote in the House, Johnson sharply criticized supporters of the bill for overstepping on the rights of cities and governments to determine their own public safety policies.
"We may as well start telling all mayors and city councils and county commissioners: 'Go away, because we got you. We're going to take care of your city. We're going to take care of your county. We're going to take care of your school,'" Johnson said."You are rendering your city councils and your mayors ineffective and moot.
Johnson argued the bill was part of a trend of legislative overreaching, not just a matter of gun safety. "The tyranny that you have all feared is actually what you have become," Johnson said."The tyranny that you say you don't want people doing to you or us as a state, you are actually doing it to the smaller cities that don't have the power or the authority."
