U.S. Rep. Henry Cuellar told Newsweek that he told Border Patrol about the idea years ago to stop illegal immigration without using border walls.
The idea to install a floating barrier along the Texas-Mexico border to deter illegal immigration came from U.S. Rep. Henry Cuellar , the South Texas Democrat told Newsweek . Cuellar, who represents Texas' 28th Congressional District , told the publication that he proposed the concept years before Texas Gov. Greg Abbott deployed a buoy system on the Rio Grande in Eagle Pass in 2023.

'A lot of people don't know this, but actually, I was the one years ago who suggested that to Border Patrol because I did not want the wall,' Cuellar told the publication. 'I prefer buoys over building a fence and taking private property away,' he said.

A senior Abbott aide told Newsweek that U.S. Border Patrol designed the buoy barriers.
