Texas House lawmakers Tuesday began debate on a bill that would bar cities and counties from regulating entire industries and professions already controlled by state law.
The bill is aimed at keeping cities and counties focused on core functions like public safety and road and sewage maintenance, Burrows said, adding that liberal advocacy groups have used local officials — most of whom are Democrats in large, urban areas — to “try to implement their vision of Texas that we have already rejected” at the Capitol.
“In the same way we don't lecture Lubbock on how to deal with windstorms, let’s keep the part-timers at the Capitol from inserting themselves into how we operate here on the Gulf Coast,” said Adrian Garcia, a Harris County commissioner. State Rep. Chris Turner, D-Dallas, contended that workplace safety — including rules requiring water breaks for construction workers — is a matter of public safety, which Burrows named as a core function of cities and counties.
