First road work for I-45 mega-project comes in $80 million more than estimated The agency on Nov. 7 asked the Federal Highway Administration to extend its special oversight designation, which expires in December. If the Highway Administration were to revoke Texas’ authority, projects that aren’t already formally approved would require review by the federal government, including a dozen planned in San Antonio and Houston.
