Terry was a great mind, a gifted writer and editor, and extraordinarily kind. He was a reminder of a vanished era, and his passing is the nation’s loss.
of the Virginian-Pilot in Norfolk to write speeches for President Ronald Reagan’s first attorney general, William French Smith, Terry stayed throughout Smith’s term and into that of Edwin Meese III, who promoted him to lead the Justice Department’s always robust and challenging public affairs department.
Terry’s elegant essays on the law and his books on subjects as diverse as affirmative action and the nature of executive power and the design of the presidency, as well as countless columns and feature articles, poured out over 40 years in too many publications to count.
If there was a kinder individual laboring inside the Beltway, I can’t think who it would be. Terry’s life was animated by his Christian faith, and his library resembled nothing so much as the merger of a justice’s and a senior pastor’s vast collections of primary works and scholarly treatises.
