Police report a 16-year-old boy tried to swim to Saibai Island from a broken-down dinghy after his younger friend made it to shore and raised the alarm.
Queensland police said a 13-year-old boy swam ashore at Saibai Island , roughly three kilometres south of Papua New Guinea, and raised the alarm at about 4am.
