A Lycoming County teen who died in a plane crash on July 4 was on her second solo flight according to a preliminary report from the National Transportation Safety Board .
The plane left Williamsport Regional Airport at 9:51 a.m. and was heading towards Piper Memorial Airport. A witness told the NTSB that they saw the plane come toward him at an altitude of about 200 feet, watched it turn and thought that it wouldn’t make it over the trees.
