Combine this with how it happens early in Superman's career, and his reputation within the DCU as the whole world's hero starts to make a lot more sense. While Superman certainly wants to use his powers to save everyone in the world, due to the nature of superhero narratives, he's mostly relegated to solving issues that happen primarily in Metropolis, which is in America. This means he saves more American citizens on average. There's nothing wrong with this, but it's always been a bit confusing as to why he's beloved by the entire world when he really only focuses on a small part of it.
