The lawsuit was filed Friday in the U.S. District Court for the Eastern District of Washington by the Democratic attorneys general of Washington, Oregon, Nevada, Delaware, Arizona, Illinois, Connecticut, Colorado, Vermont, New Mexico, Michigan and Rhode Island.
