Several states are preparing legal action after the White House implemented drastic measures to control trillions of federal dollars. The administration has ordered a freeze on all federal grants and loans, effective Tuesday at 5 p.m. ET, allowing President Donald Trump's team to review government spending. This temporary pause blocks the disbursement of nearly all federal funding.

All federal agencies are directed to submit detailed reports on 'any programs, projects, or activities subject to this pause' by February 10, 2025. Acting Director of the Office of Management and Budget Matthew Vaeth stated in a memo, 'The use of Federal resources to advance Marxist equity, transgenderism, and green new deal social engineering policies is a waste of taxpayer dollars that does not improve the day-to-day lives of those we serve.' This memorandum requires Federal agencies to identify and review all Federal financial assistance programs and supporting activities consistent with the President’s policies and requirements.'The order will significantly impact a vast range of federal funds already allocated for initiatives such as the Inflation Reduction Act and Bipartisan Infrastructure Bill projects, along with foreign aid commitments and funding for certain non-profit organizations and services. Importantly, Social Security and Medicare payments are not expected to be affected, and funding for these programs will continue uninterrupted. However, the reaction from Democrats on Capitol Hill has been swift and vehement. Senate Minority Leader Chuck Schumer characterized the order as simply expanding the 'lawlessness and chaos' of the Trump administration, stating, 'Donald Trump's Administration blatantly disobeys the law by holding up virtually all vital funds that support programs in every community across the country.' Schumer warned that if this continues, 'the American people will pay an awful price.' He elaborated, 'It will mean missed payrolls and rent payments and everything in between: chaos for everything from universities to non-profit charities, state disaster assistance, local law enforcement, aid to the elderly, and food for those in need.'New York Attorney General Letitia James announced Tuesday that she and several other state Attorneys General intend to file a lawsuit to prevent the Trump administration order from taking effect. James asserted, 'There is no question this policy is reckless, dangerous, illegal and unconstitutional, from the families who rely upon Head Start for child care to the children across the country who depend on SNAP for their next meal, to the seniors who rely on state services to get the care that they need.' She emphasized, 'This policy will disrupt the lives of millions of Americans in New York and nationwide.' While the administration claims the federal funding freeze is not comprehensive and will not affect individual payments or assistance, including programs like SNAP food benefits for low-income families, some states have already reported funding freezes, including Head Start in Michigan and child development block grants in Maryland. The administration maintains that the pause is temporary and intended to allow federal agencies time to ensure their grants, loans, and programs align with Trump administration priorities. Agencies may reportedly seek exemptions on a case-by-case basis.
