Gutierrez’s lawsuit, filed in Uvalde, is a follow-up to an open records request he filed on May 30. The suit said DPS had not responded to his request in 10 days, as required by law. The suit makes claims similar to what some residents of Uvalde and others have alleged — that there is a cover-up. Uvalde Mayor Don McLaughlin has pushed back and denies there is a cover-up.
