Needle exchange programs in Utah are giving as many as 10 new syringes for just one used syringe, and a state lawmaker said it’s enabling illegal drug use. “We need to help people heal, not keep them in the same place,” said Rep. Tyler Clancy, R-Provo, who is also a police officer.Outside Salt Lake’s Odyssey House, a drug treatment provider which also gives needles for free, a person said she brought in three dirty needles recently and was given 30 new ones.

Odyssey House declined comment for this story, but the woman said she uses the syringes to inject heroin and meth."No, I usually sell them,” she said.So, if a person brings in one syringe, 10 could be given, but Friday a woman who dropped off 60, received the same amount new.”They've tried this in other states,” she said. “It doesn't work. We have evidence to show it doesn't work, and there's better ways to help our community.

Clancy, though, said the current system is not helping people into drug treatment, saying, “Everything we do needs to get people on a path to recovery."
