Star Wars is continuing to prove that Palpatine envisioned his Empire and plans for his legacy almost as soon as he became Chancellor of the Republic.
Throughout the Star Wars franchise, the origins of the Empire have been retconned and fleshed out in such a way that it's now become evident the Emperor had plans for his regime from his very first days as Chancellor of the Republic. Becoming elected after orchestrating a vote of no confidence in the former Chancellor Valorum in Star Wars: Episode I - The Phantom Menace, it seems Palpatine began working toward cementing his power and legacy immediately.
During the definitive Battle of Jakku, which cemented the New Republic's power over the shattered forces of the Empire, the Jakku Observatory would have destroyed the planet and both fleets via a borehole leading down to the planet's core. However, the observatory and its destructive protocols were successfully shut down by New Republic operatives.
Ironically, the battle station was funded by both the Separatists and Republic, unbeknownst to either side. The project was also divided into so many separate research and development teams that no one entity knew what they were helping build. Eventually, the Death Star's construction was overseen by Director Krennic, and much of the labor came from the Geonosians before the station was moved in orbit over Scarif for the final phase of its assembly.
