Powell says she was fired from Springville Police immediately after reporting police misconduct and sexual harassment. The body camera video clearly shows Sgt. Eley failed to tell her Monfredi had a TBI and even assisted in the standardized field sobriety testing of Monfredi who became extremely emotional and said his encounters with police were making him want to end his own life.

Our investigation also found Sgt. Eley failed to activate his body camera throughout the entire traffic stop with Monfredi, which is a violation of department policy. Had it not been for Powell’s body camera there would have been no evidence showing Monfredi disclosed this to Eley. When Powell took evidence of potential Brady Material – misconduct by Eley to her superior’s evidence 2News Investigates obtained shows - it was ignored. In fact, nothing was done until 2News Investigates requested the video. Powell says she confided in Sgt. Teuscher and her supplemental report shows she declared the existence of exculpatory evidence. She says, “A TBI for a DUI investigation is exculpatory and we’re required to provide all exculpatory information.

“Behavior in which you would fail to disclose, you would fail to support a co-worker because of their gender is a consistent behavior that occurs throughout the country,” says Burbank. And even though she reported it to Sgt. Teuscher and to Lieutenant Jeremy Leonard – the audit trail reveals not a single person viewed it until 2News Investigates requested the body camera footage on February 26, 2024, and in 57 minutes of the request Chief Haight looked at Powell’s body camera footage and two days later denied the request.
