The lawsuit further points to previous criticisms of the LADWP's water supply system, particularly from Gus Corona, the business manager of IBEW Local 18, the employee union for LADWP. Corona had stated in an article published on January 10, 2024, that the work on the reservoir should have been done in-house and that the reliance on a contractor likely contributed to the crisis. The plaintiffs argue that the LADWP's operation of the water supply system was a substantial cause of their damages, including property damage, loss of enjoyment of their properties, and lost wages. They are seeking compensation for these losses through a legal claim called inverse condemnation.
