To understand how phony credentials channeled a child to industrial job sites in one of the world's most developed economies, Reuters reviewed field notes, penalty letters, copies of false identity documents and employment records. To determine if a prospective employee is authorized for work, Alabama and many other states require companies to enter identification details into a federal vetting system known as E-verify.
