SEOUL - Police identified South Korea's most notorious serial killer on Thursday and said he murdered 15 women, as they apologised for a botched, decades-long investigation that saw an innocent man jailed for 20 years.

The inquiry inspired Oscar-winning South Korean filmmaker Bong Joon-ho's 2003 box office hit Memories Of Murder. "His psychopathic tendencies were evident, as he was unable to empathise with the victims' pain and sufferings at all and continuously showed off his crimes," said provincial police chief Bae Yong-ju.

Thursday's announcement confirms that a man surnamed Yoon, who was convicted in 1989 of raping and killing a teenage girl among the Hwaseong victims, was wrongfully jailed.
