South Euclid City Council and the city's Planning & Zoning Commission will, in the coming months, discuss legislation that would allow accessory dwelling units, or ADUs, to be built on residential properties. The Cuyahoga County Planning Commission has drawn up model legislation for communities to consider.

It is an accessory dwelling unit, a smaller home that would allow space for multiple generations to live on the same property.

City Council, during its meeting Tuesday , heard the first reading of legislation that could lead to the construction of ADUs on residential properties. Much discussion will be held before ADUs are permitted, as the legislation was moved to the city’s Planning & Zoning Commission for consideration at its Oct. 9 meeting. Director of Planning and Development Michael Love said the P&Z is likely to take more than one meeting to discuss the issue before making a recommendation to City Council. Council would then discuss ADUs and hold a public hearing so that residents can give their thoughts.The Cuyagoga County Planning Commission has drawn up model ADU legislation as a basis for communities to mold into their own legislation tailored to their residents.“This legislation is being introduced as a way to allow people to grow in their homes and make South Euclid their long-term community,“ said Love. ”In an era where multi-generational living is becoming more and more common, this seems like a logical next step for the community to take.The South Euclid proposed legislation states that an ADU may be attached to a property’s main dwelling, or be separate from the main house. An ADU’s maximum square footage would be 500 square feet on lots of 7,500 square feet or smaller, and 1,000 square feet on lots that measure greater than 7,500 square feet. The maximum height of an ADU would be 24 feet, or two stories, and, if detached from the main dwelling, the ADU must have a minimum three-foot setback from the side and rear property. A property with an ADU would be permitted 200 square feet of parking/garage space, in addition to the parking allowed for the main home. As is the case with all South Euclid homes, there is not a set limit as to how many people can live within an ADU. The proposed legislation also states that the ADU must “maintain and/or compliment the architectural style and character of the principal dwelling.” An ADU would not be permitted for use as a short-term rental dwelling unit. Home-based businesses would be permitted to operate in ADUs.“To ensure ADUs fit the property they are being requested on,” Love said, “we have made them a conditional use. This means each ADU will be publicly presented to the Planning Commission, who will be required to hold a public hearing, and then approved by City Council.As for the need for ADUs, Love said, “We have had several residents over the past couple of years reach out and inquire about constructing ADUs on their property.
