The survey, conducted by the U.S. Centers for Disease Control and Prevention (CDC) in October 2024, found that nearly 70% of residents interviewed in San Ysidro, Nestor, and Imperial Beach reported experiencing health symptoms they attributed to polluted water and air near the Tijuana River Valley .

The Community Assessment for Public Health Emergency Response (CASPER) survey involved visiting 480 homes over three days, with 189 residents agreeing to interviews. While the sample size was smaller than ideal, researchers stated the selection of homes aimed to represent the area. The survey results paint a stark picture of the crisis's impact on residents' lives. A full 80% reported a decline in their quality of life due to the pollution, 67% believed their health had worsened since the problem intensified in recent years, and 18% had sought medical attention as a direct consequence of the sewage crisis. The survey also highlighted the pervasive nature of the pollution. Over 70% of respondents reported smelling sewage within their homes, and the issue worsened at night. In response to these findings, 65% of those surveyed had taken extra precautions to avoid contaminated areas like river and beach water, while 28% had switched their drinking water source since the crisis began. The county has responded to the survey results with recommendations aimed at mitigating the crisis. These include utilizing social media to disseminate resources, educating the public about drinking water testing procedures, promoting mental health resources, and collaborating with local veterinarians on pet health concerns. Following the CASPER survey, the CDC's Agency for Toxic Substances and Disease Registry conducted a separate assessment of chemical exposure in November 2024, gathering information from 2,150 San Diegans who frequent the Tijuana River Valley and South San Diego County
