Barr Community Council has been suspended by South Ayrshire Council because of its opposition to the transfer for the village hall, it says.
A community council says it is being threatened and punished by South Ayrshire Council for its opposition to the transfer of Barr village hall.
The problems reportedly began when the community council questioned the benefits of Barr SCIO taking over the village hall from SAC. The complaints themselves centred around claims of inaccurate minutes, comments made by the chair of BCC about the hall transfer, and the decision to send a council officer, who was leading the negotiations over the hall transfer, to sit with the public rather than at the main table during a community council meeting.
Around 18 months after the first complaints, BCC was told it was to be suspended for three months and would be required to undertake training that would address issues around the alleged breach of the community council governance scheme.This suspension ended on July 9, but Mr Walker said that the antagonism remains, claiming that there had been a ‘veiled threat’ to dissolve the community council.
As part of the sanction the council had also stated that community councillors would have to take part in training to address the issues raised by the complaints.In a letter to George Hunter, Assistant Director of Communities at SAC, Mr Walker bluntly states: “The punishment that you set for us has been spent.
“The Communities and Transformation Directorate denied us use of the hall in June, claiming that we were not allowed to meet.”
