'We believe the will of the voters is being honored today with this decision,' said Joe Watson, spokesman for the Arizona Justice Project.

Attorneys for the state argued that"possession" under the law has a specific meaning that doesn't include cases in which marijuana was possessed for sale. The appellate court ruled that the normal meaning of the word doesn't ascribe an intent as to why someone is possessing something.

The 2020 legalization law set up a legal-help fund that the expungement coalition used to pay for Sorensen's legal team. Jon Udell, executive director of the Arizona chapter of the National Organization for the Reform of Marijuana Laws, said his group applauds the appellate decision.
