At a special University Heights City Council meeting Tuesday, Mayor Michael Dylan Brennan, with a need for a new member to fill out the five spots on the city's Architectural Review Board, asked that council agree to allow him to select a non-resident. Council did not go along with the idea.

As mayor, Brennan serves as chair of the University Heights ARB. A quorum of at least three members is needed to conduct a meeting, and the ARB currently has four members. Weiss noted that the ordinance is written in a broad manner to allow for non-architects, including city planners and landscape architects, to also serve on the ARB and widen the potential number of candidates.
Rach said Brennan told him that one the members Brennan did not renew was dismissed because he disagreed with Brennan on a case before the ARB. Brennan told council, “I am not going to support someone who is a member of a firm of a sitting councilman, period.” Brennan said the alternative was chosen when council threatened to take away the power of the mayor to make such appointments.
