Shoplifting Surge Prompts Retailers' Plea for Federal Action

A new report reveals a 93% increase in shoplifting incidents since 2019, with retailers reporting a rise in multi-person theft and smash-and-grab events. The National Retail Federation (NRF) study highlights the growing threat of organized retail crime (ORC), urging federal legislation to combat these groups operating across state lines.

The NRF study includes feedback from mid-size to large retailers across 164 brands in a variety of sectors, including specialty and luxury retail, home improvement, mass merchandise, grocery and pharmacy.“Some have seen up to 1,000 incidents per day across their brands,” said David Johnston, the NRF’s vice president for asset protection and retail operations.

About three-quarters of retailers said shoplifting connected to organized retail crime, or ORC, is more of a concern than it was one year ago. Identifying and dismantling those organized groups should help to dissolve the underlying levels of shoplifting that retailers are seeing, Johnston said.
