Special Olympics athletes and advocates came to the Governor's Residence on Thursday to hold a ceremonial signing of the state budget that delivers nearly $355 million for disability services.

“I believe in real freedom and I believe in creating opportunities and for too long, the wonderful people in the ID/A community all across Pennsylvania, they haven’t had that opportunity,” Shapiro told the gathering in the back courtyard of the residence. “We’ve tried very hard to change that and this budget is an incredibly important step in that process.
