Expansion of the Emergency Firefighting Water System is a deliverable, fundable and reliable solution that’s vital in the event of an emergency
San Francisco’s fire protection is world class. The staffing and practices of the San Francisco Fire Department, the water-supply systems provided by the San Francisco Public Utilities Commission and the support of voters are the reasons why.
San Francisco has an outstanding water system that is the primary source of water for fighting fires — but ours is the only city in the nation that has a dedicated high-pressure auxiliary option, the Emergency Firefighting Water System. It features dedicated water storage and can utilize water from the bay supplied by two pump stations or an SFFD fireboat. That system, which was constructed after the 1906 earthquake, has been expanded many times. It stretches from the northeast portion of the city into the Sunset, Richmond, Mission, Bayview and other neighborhoods. Since 2010, new pipelines have been installed in the Candlestick Point area, Mission Bay and elsewhere. San Francisco also has more than 200 stand-alone cisterns across the city — each of which holds an average of 75,000 gallons of water — that fire engines can draw from. More than 40 of those cisterns are in west-side neighborhoods, including 15 that were added to the west side after the SFPUC took over management of the system in 2010. A new expansion of the system is scheduled to begin construction in 2027. The expansion will provide high-pressure water for fighting fires in the southwestern portion of The City and allow the fire department to tap into the more than 1.7 billion gallons of water in Lake Merced as another source of emergency water supplies. This plan, which takes advantage of an existing pump station, is an efficient and effective use of resources. The design utilizes pipes that will provide high-pressure firefighting water as well as drinking water. The SFPUC can match funding from city Earthquake Safety and Emergency Response bonds, doubling the amount of fire protection that can be constructed. The San Francisco Fire Department is committed to the mission of protecting lives and property, and the San Francisco Public Utilities Commission is dedicated to providing the water supply necessary to protect against building fires. The approach San Francisco is taking right now to further protect west side neighborhoods is the right one, and the SFFD and the SFPUC are in full agreement on that. San Francisco must expand the Emergency Firefighting Water System with the solution that can be delivered, can be funded and will perform under extreme conditions.
