An Elgin housing development for people with developmental disabilities or affordable housing issues has been in the works since 2015. But next month, Hanover Township and developer UPholdings will officially break ground on the 40-unit building.

Chicago St. on the city’s east side.“Seven years later, we have arrived at this point,” Hanover Township Supervisor Brian McGuire said. “I think it speaks to the dedication of everybody involved and highlights the governmental dysfunction.”
This is the second such development proposed for Elgin. Last week, the Association for Individual Development received city approval to build afor people with developmental disabilities who need supportive housing and services. Hanover Landing’s mission is similar, providing a permanent supportive housing complex that also offers social services for those who live there, Sommer said.
“We knew it wasn’t something the township was in the position to take on,” McGuire said. “We are certainly not experts in building that type of, or any type of, housing. But because of the role we play in funding mental health services, we were certainly tied to the issue.”
