Sgt. Shawn Silva, who received a plaque from colleagues celebrating his 25th stun-gun deployment, resigned amid an unrelated sexual-harassment investigation, records show

The San Diego County Sheriff’s Department sergeant who was celebrated by co-workers with a plaque awarded to him after his 25th deployment of an electronic stun gun has retired.

The Sheriff’s Department declined to release the sergeant’s letter of resignation, saying that the document was part of a confidential personnel file and not subject to release under the California Public Records Act. “It is alleged that Sergeant Shawn Silva created a hostile work environment while assigned to the Poway Patrol Station,” the May 2022 investigation findings state.

The award featured a replica Taser weapon, a San Diego County Sheriff’s Department patch and five sets of five notches each, apparently representing each of the stun-gun deployments. It was dated in 2012 and the frame was signed by as many as 10 department colleagues. Several law enforcement experts told the Union-Tribune that the commemorative plaque was inappropriate and that it sent the wrong message to deputies, command staff and others visiting the office.

Department officials were unable to say what became of that investigation. But records show that the sexual harassment probe already was under way by then.
