No health workers have so far benefited from the compensation packages mandated by the Bayanihan to Heal as One Act — Republic Act No. 11469 — almost three months after it was enacted.Senator Juan Edgardo Angara bared this on Tuesday night while the Senate was discussing Senate Bill No. 1564, or the proposed “Bayanihan to Recover as One Act”.

It was Gordon who proposed the provision under the law, which has retroactive application starting February 1, 2020.“I’m very disappointed to hear the response of the DOH. The Senate labored the midnight oil to pass the Bayanihan 1. It’s quite upsetting to find out that so many months have gone without the DOH crafting the IRR here. So many health workers have suffered,” Angara, finance committee chair and sponsor of SB 1564, said.

Contradicting the DOH, he said there is no need for an IRR since the benefits were explicitly provided in RA 11469.
