The deal, negotiated by Sens. Chris Murphy, D-Conn., and John Cornyn, R-Texas, could be the most significant federal action on gun violence in nearly three decades.
last week, the Senate deal has a good chance of becoming law because it is expected to have support from key Republicans, who wield effective veto power over gun legislation in the Senate due to the 60-vote filibuster rule.
Currently, 19 states and the District of Columbia have red flag laws on the books. The new provisions are aimed at growing that number and improving implementation. The proposal also seeks to clarify ambiguities over who must register as a federally licensed firearm dealer for the purposes of conducting background checks.
The agreement would also include a provision to address the so-called boyfriend loophole on domestic violence, sources familiar with the negotiations said.If it is passed, activists say the proposal would represent the most significant piece of gun violence prevention legislation in nearly three decades — since 1996, when the so-called Lautenberg Amendment prohibited gun possession by people convicted of domestic violence offenses.
