FILE - Sen. Lindsey Graham , R-S.C., speaks with reporters about aid to Ukraine, on Capitol Hill, Wednesday, March 10, 2022, in Washington. Attorneys representing Graham said Wednesday, July 6, that he intends to challenge a subpoena compelling him to testify before a special grand jury in Georgia investigating former President Donald Trump and his allies' actions after the 2020 election.
"Finally, a president willing to take on this absurd policy of birthright citizenship," Graham said in 2018 following an interview infor babies of non-citizens. "In addition, I plan to introduce legislation along the same lines as the proposed executive order." Birthright citizenship arises from the Constitution's 14th Amendment, which was ratified in 1868, three years after the conclusion of the American Civil War that ended the practice of enslaving Black people in Southern states and overturned a Supreme Court ruling that had held that slaves and free African Americans were not entitled to U.S. citizenship.
