The Chinese Laboratory Accountability and Watchful Spending, or CLAWS, Act would require the Office of Management and Budget to submit annual reports on whether the research is supported by or associated with Chinese military or “intelligence.” The Department of Health and Human Services funded research conducted by EcoHealth Alliance into the risk posed by the emergence of bat-carried coronaviruses beginning in 2014. HHS has since cut off that funding to the organization.Sen. Ernst said that funding, as well as financial support for the Taliban, has come at a cost for American veterans.
