BROOKLYN , Ohio -- When looking for deals, all shoppers know they have to be flexible and ready to pounce on purchases.“Police cars are in very high demand and very difficult to get,” Brooklyn Mayor Ron Van Kirk said.

“To go through the state bidding process, which is how we require most assets like this, by the time we get to it, they’re gone. “This change authorizes us to buy them at any dealership under the ORC spending threshold.”The mayor is able to purchase any individual vehicle from any dealership or other source without the necessity of competitive procurement or state-term pricing, as well as separate City Council approval. “For example, when we bought new playground equipment, we went through a state bidding process for that,” he said. “But because police cars are in such high demand, the volume is just not there. “This gives us a little more flexibility if the dealership calls us and they have these vehicles. As long as they’re under that price, we’re able to move forward with it.” The impetus for the language change is tied to an experience a couple of years ago when the Brooklyn police department had its vehicle purchase contract with Ford canceled due to a lack of inventory. “We still have to go through Board of Control,” he said. “Also, these vehicles were already budgeted through our budget process and through the capital budget, so it’s just that sometimes you have to adapt to the way things are in the environment. “And the environment that we’re living in right now, these vehicles are in short supply and very high demand. So when they become available, we have to be able to react quickly.”
