A recent audit has uncovered issues regarding the maintenance and availability of park restrooms managed by Seattle Parks and Recreation (SPR). The audit, which examined 129 restrooms across 97 parks, aimed to ensure these facilities remained open, clean, and safe year-round. The findings revealed concerns about cleanliness, availability, and operational inconsistencies.
The city auditor's report highlighted that SPR is not meeting its target of cleaning each restroom two to three times daily, resulting in a lack of consistent cleanliness across the city's park restrooms. The audit also pointed out a deficiency in SPR's data collection methods, hindering their ability to effectively evaluate restroom maintenance performance. Auditors observed discrepancies in cleaning schedules, with some floors being wet-cleaned daily while others received only bi-weekly cleaning. Furthermore, inconsistencies were found in the locking of park restrooms, with stated operating hours not always accurate. During a visit to 50 restrooms listed as open on the public dashboard, auditors discovered five that were actually closed, and some lacked signage explaining their closure.The report attributed these issues to SPR's ongoing challenges with staffing and budget constraints, exacerbated by persistent graffiti removal demands and the lingering effects of COVID-19-related disruptions. The audit recommends that SPR reassess its restroom cleanliness goals and resources, establish consistent cleanliness standards, and enhance monitoring and data collection processes. It also suggests reviewing restroom opening and locking procedures to improve availability, conducting a staffing analysis to address preventive maintenance needs, and mitigating risks associated with restroom renovation projects.
